Recruiter to recruit source individual/ company who can develop a security App

General information for the business: Recruiter required to source application developers for the below project.

I need a recruiter to source an individual/organisation who can develop a mobile app as specified below. The recruiter will need to provide me with a list of individuals who they believe can deliver, their credentials , contact details and satisfy the criteria below giving full details and assurances as to why they believe the person/organisation can deliver what is required. The budget for the application development is £275 total costs for all aspects to be covered. ( Please note this is the budget for the developer not recruiter) and I would suggest looking overseas. Technical / ICT knowledge is required to ensure you fully understand requirements. Details of the actual App development as attached
