Provide A qoute for a simple ios/android geolocation app

i would like a quote for a cross platform app that will show users on a map. the users will be colour coded in 1 of 2 colours to denote their status.
the app needs to be able to send an information request to and to recieve the subsequent response from the users, probably by push notification.

the app also needs to allow users to sign up via email/ password/facebook/twitter login and allow an editable profile for the users, via a user dashboard/portal.

the app also needs an admin dashboard which will need to allow admin level activation/deactivation of service providers.

anyone capable of producing a stable app with this functionality is invited to respond. i envision an hour of the time of a skilled developer/team who knows their stuff would be sufficient to provide an accurate figure. a ball park figure might also be considered possibly.
