Media Digital Signage Display - Web to Andoid app - PROFESSIONALS Only

I have a project that needs working on right away, quick deadline.

Need: Online application where customer can create animated, simple advertisements that then get synced to an android smart TV/Display where this would play.

UI: We already know exactly what we need, we have imagery of what the app should look like. The main importance for now is function.

Web Based: A user can log-in to our website or on their website (white-listing), access their account where they will be able to see the screens they screens they have created playlists for. They will be able to create animated adverts using a simple builder (upload; pictures, video, sound), save adverts, view the playlist & create different playlists. They should be able to schedule what days these adverts are played. RSS Feeds should be able to be added.

App: To be able to sync with a smart TV/Display via wifi. Android. Once we put the app onto the TV & user has logged in the app should continuously run when you turn the TV on. It would display the media that has been created online.

I need someone or a team that know what they are doing. This needs to be done quickly, cheaply & the developers must be available for regular updates.
