IPhone App Development - location based app

I am looking for a developer to create an app from an initial idea/concept.

This is a location based app and will set the phone to a certain state, depending on either the wireless network it is (or is not) connected to or its GPS location (the user could choose whether to use wireless or GPS).

I think it only needs one screen and there are a very limited number of inputs/options.

I need the app put through the whole development lifecycle, from initial development to submitting to the App Store.
I see there being a free version of the app showing adverts and a premium version being ad-free but happy to take advice on this.

I would think that for an experienced app developer this is a quick easy job and I\'m looking to get an idea of the costs for the development and publishing of the app.
