IPhone Advertising app

Hi I am looking to develop an advertising company for iPhone's and I need your help to develop it. What will happen is the iPhone owner will download it, fill in basic information and then he will have a banner ad at the top of his phone screen (just under the info bar at the top). They can pull it in, so it doesn't cover the screen and will then have to click on the app icon to bring it back up. I would like to know how much you think it will cost and if we can partner up on it as I am not wealthy. Advertisers will pay per click and the iPhone owner will get payed £4 a month for having the adverts there. I have attached an idea for a basic design.
