Integrating Twitter API feed into website

Hi,

We are looking for someone with experience of working with the Twitter API. There are two main elements to our brief, please indicate seperate quotes if possible.

1. We want you to set up a connection to pull data from Twitter to store in MySQL databases at regular intervals (e.g. every hour) so that we can analyse and display this info on our site using php/html etc. Data will need to be stored on the database appropriately i.e not encrypted or in an unuseable format.

The sort of data we require will be e.g. who the 10 top-ranked tweeters are, and how many times they tweeted in that time interval.

We also need to know whether this type of use will be accepted when registering to use the Twitter API.

2. We also require a widget on our site for users to be able to register with us/sign in to Twitter and tweet from our page.
