Identify and code CART/CHAID and Correspondence Mapping Algorithms in C# or VBA

Hi I am looking to find someone who can source the algorithms for Correspondence Analysis/CHAID and CART to start with (with potential to extend to other statistical tools after this), and write these up bespoke into either C# code or Excel VBA.

There are plenty of places to acquire the algorithms and I would be happy to accept a recommendation. But they need to be coded up from scratch rather than just downloaded directly from somewhere like "R" code (which is GNU and we need to be able to use it in our own in-house analysis application).

I would very much appreciate quotes to: find the appropriate algorithms, code up these techniques both individually (in case we need to prioritise) and as a group.
