So the app will have the following:

(No login or signup)
See the word content directly just like news
So I will need the following :
App Designing (With current logo & its color,fonts)
App Development (Android & iOS)
Admin panel from where you can add/edit/delete the content of 1 page
Launch it on repsective stores
I ll supply the following:
Logo & Branding
Website url
Ithink this is hardly a 2 day job
