I need a professional yet simple App developed

General information for the app: Uber Style app simple design and reliable.
Kind of development: New app from scratch
Description of requirements/features: Two User Modes.
1: User (Customer)
2: Agent (The Driver) (Agent is in settings) (we the admin, add the AGENT via control panel online web control panel once they have passed our screening test etc)
Operations
1: Customer opens app and sees map with either noone in area or agents in area within a 3 mile radius.
2: Agents who are available to work are logged in on app as 'AVAILABLE' so the customer can see. The log in section is in the settings part of the app. We add agents to our system by the online web control panel.
3: If customer sees noone online, they can contact us via e-mail and request agents in their area (Simple contact form)
4: If customer sees anyone in area they simply enter the details in the FROM and TO boxes.
5: Agents in the area get notification on the Job entered by customer. The first agent to click ACCEPT gets the job.
6: Upon the agent clicking accept, the customer now gets a JOB ACCEPTED message followed by a PAY NOW button.
The price is automated by us (We have a charging system price plan already written down) Customer pays by Card that they registered with us upon initial registration or via paypal. They press the CONFIRM button and receive a SEE YOU SOON message
7: Agent gets a paid notification and begins the job.
8: Customer can track location of agent in the app.
App has a

2: Account and profile section) Details they added when they registered (we can administrate this all online via the web control panel if they forget their password etc)

9: Rating option.
For hosting we have been recommended to use AWS amazon services or google. We are open to suggestions.
For payments we would like to implement the BRAINTREE option for customers.

In summary.
1 app with two modes.
One for customer
one for agent
Simple design (we have the logo menu system and color scheme already designed)
Drivers need to be able to see in the app while logged in as drivers their statements of jobs done.
We the admin will pay the drivers on the friday of each month. to their account. either with us or paid directly to their bank from our bank. their job list will be e-mailed to them by us manually.

If sending a proposal based on Price per hour, Please add guide idea of how many hours you think it would take to have this app up and running.
We would like to make this app by invitation only but if that increases the price too much then this can be done at a later date. The project is progressive so we will be doing updates on a regular basis. hopefully working with a team we find on here.

We are open to suggestions in regards to an alternative working method.
We would also be interested in a website long term after the app is created.
