Flutter developer needed to finish IOS Android App

Hello, I need a Flutter developer wanted to do the following:

1. Complete the app as it is in an unfinished state. It needs to mirror www.vietnet.uk
2. Add in app purchase IOS and Google
3. Build API's for it to connect to WordPress dashboard
4. Successfully publish app on android and apple

Unfortunately my previous developer has ripped me off and left me in a very bad position. All he has provided me with is the apk included and nothing more. I have spent a lot of money to get this done only to be out of pocket 15 months later. Please do not mess me around and waste my time. We have been through enough.

2. The budget is low, ideally less than $400.
3. I need this done in less than 3 weeks
