Flash Web Player

We have a Flash 8 web player that needs rewriting in actionscript 3 for flash 9. With the following spec.

1) Written in Actionscript 3.

2) Accepts parameters, FilmID (integer), MediaLicenseID (string), Trailer (bool)
optional params, AutoLoad, AutoPlay, Volume, No background Image, background/foreground colours etc.

3) Initiates an XML Web Service (our DRM Server) requesting information on the film
such as Name, runtime, url, background image, etc

4) Retrieve the URL from the webservice XML
(preferably allow a queue/playlist based on XML output)

5) Initiate webservice everytime content is played for tracking/auditing, before playing film.

6) Plays h264/F4V/mp4 formats progressive or stream

7) Correctly error handles, displaying critical messages from error handling and web service responses.

8) Able to display metadata (bitrate, filesize, downloadspeed)

9) Able to forward play time, re-seek file stream

10) Be generic and skinable/colours etc.

11) Well written/layout to allow easy future modifications internally

I can provide with a working web player written in Actionscript 2, as a flash9 project file, the problem I'm having is that I know very little about Flash and its backend requirement, so when ever I can't get something to work, I have no idea why it isn't doing it, even if its something obvious or simple.!
I would request who ever looks at this signs an NDA because of being able to see the inner workings of our API/DRM System.
