Experienced Software and Web Site Developer

I am looking for a professional and competent Software and Web site developer. I would like some software developed which will interpret events from a USB connected device and then send appropriate SMS messages (through a SMS gateway) to a user defined Mobile telephone number. The software will have a main menu with options to enable the user to set up the system (enter their details) and activate/set up the USB connected device. The software interface will also need to monitor and log events from the USB connected device. I would also like the associated Website developed (this will be linked to the Software interface). Ideally I would like someone who has developed a similar type of USB enabled software interface (I would like to see an example of any work).
