Energy optimization in fog nodes

I am working on a decentralised energy optimization problem that can be applied for a group of fog nodes such that the group energy consumption of fog nodes can be optimized while balancing the load generated by the IoT devices.

What i have planned is to use couple of amazon ec2 instances as fog nodes and one more as cloud.The load from the client is to dropped to the fog when the load is more as per the optimization algorithm a part of the load is t be transfred to the other fog node for processing. Once processing is done the data is sent to the cloud for storage.
