Email to TXT (Text Message) Solution - Windows or Linux Software

Create a software application that can be preloaded onto a small PC. Linux or windows based. This application is geared towards sending SMS messages for website acknowledgements. We would like the application to be able to pull mail down from a POP3 or IMAP mail box, parse key parts of the email message namely, phone number to send to, message, and confirmation email. Send an SMS via a USB connection to an attached mobile phone (hardware recommendations also required), then once sent, use that email address that was parsed to send a confirmation mail message.

The solution also need to be able to receive replies to the texts then make the reply into an email in which we can then reply to this email and it goes back as a txt message. Perhaps the subject can be the mobile number and then a text only email with the message keeping it simple.

We are looking to make this standalone, either on a small linux distribution, or install windows and run the application on it, open to suggestions for the easiest way to do this including preferred mobile phone hardware. It would be beneficial to allow the connection of multiple phone hardware in which to be able to select which one it uses.
