Electronic Learning Plan

My company delivers consultancy and training to the Further Education sector and we have developed the concept of a 'Learning Plan' to replace traditional Schemes of Work. An overview is presented in Word on the attached four sheets of paper. Basically we are seeking this to be presented as an electronic 'plug-in' to sit on college Virtual Learning Environments for access by students and staff. The headings should become clickable to go to attached resources. Page one should be the first page on screen and clicking on 'subject info' should link to the second page which is a simple calendar page. The other links should also be clickable to the relevant content. On the calendar page staff will enter their key topics from September to July. Each topic heading should be clickable to a 'learning plan' which is outlined in pages three and four. So if a teacher lists 12 topics between September and July then there will be 12 connected learning plans etc. Clearly all the headings on pages three and four should be clickable through to the relevant content. On page four the text at the top of the page is there to explain the function. In practice just the clickable diagram is needed as on the related content pages instructions to students can be given. Everything has been designed using Microsoft Smartart. Do you know if it is OK to use this in a commercial application or would we as part of this contract need you to design a similar colourful layout so that there are no copyright issues? Many colleges use Moodle for their VLE and others commercial VLEs so I've no idea what would be a good universal software base. One IT Technician has suggested Adobe Air but this means nothing to me so will obviously take your advice. Please give a ballpark development figure - it is largely just developing 4-5 bright internet style gateway pages.
