Data Capture Software for CE handheld

The development is for outdoor data collection software with real time data up/download to a remote server using GPRS. I have a couple of products already in use but the hardware is now obsolete so this product will be the \"next generation\" on this product line. Previous products were C++ but open to suggestions. The platform will be the DAP Microflex CE8640B (http://www.daptech.com/products/ce8640_family) and one can be provided for development testing.
The remote server is a web development which is also up for a complete re-write, this will be posted seperately but let me know if this element is of interest to you also.
The product will have a GIS front end, textual data entry by the user, and the odd bit of bluetooth GPS data and images to be captured. Other than Bluetooth, data entry is by keyboard and touch screen. Sounds easy but the data entry can get very complex with data conditioning.
My ideal developer will be one that can interprete my specs and think on their feet as I am sure the spec will evolve. Experience in developing robust software in CE is absolutely essential.
This is being posted as a fixed bid, but I will be more interested in experience and then a meet to discuss the requirements, and price, in detail.
