Custom phone app for android iPhone and Windows

I need an app that is like a directory for people to locate people who have their masters degree in religion and theology. I have all the names of the people, but I need to develop an app that makes it easy to find the person based on state, city, and 1, 5, 10 miles from their location. It needs to be able to be updated frequently by ME, and also I need e-commerce for potential ad sponsorship.

This needs to be done before October 6th. I can provide all the images the graphics and the details of how precise I want this project.

What it needs to include:

Gps location
List of states in America, cities
An option to locate 1, 5, 10 miles distance
Easy to update the names of the people in the directory
Needs to be able to add e-commerce so I can take in revenue. I will be placing ads and so I will need to be able to do so freely and easily.
Available on all major platforms, Android, Apple, and PREFERABLY windows also but not mandatory.
I need you to be active so you can talk to me about this on Skype.
