Create an access program to load a PST and output attachments

I need a developer who can work with Microsoft Outlook PST files
I need to load a PST file into a program which can:
1. Load all messages so that everything is 'searchable'
2. Search on all fields, including subject, contents, to, from, cc, bcc and attachments plus others
3. Attachments are important. I will need to export all attachments from the PST or for 'search terms'
4. Attachments will need to be OCR'd and the contents searchable too
5. Have a nice gui front end to the program
6. Load separate PST's as a 'project' so single PST can be searched within a project which can hold 1 or more
7. easy to use and
8. Run on a local drive
