Basic SmartPhone Photo App Required

I'm looking for someone to write a smartphone application that, when running, requires the user to take 4 photos (with 4-success countdown) and then positions each photo in a set position on a blank jpg and then lays another, graphically designed (with transparent sections for the photos to show through), jpg over the top - creating a "photo strip" (see attached file).

The application will be for Android and iPhone and free to download with a basic set of backgrounds.

I will also need the app to allow the importing of additional backgrounds as and when I create them.

The app will need to have a basic set of settings or "on-demand" options such as "select background", links to my website.
