App like uber with Web admin

I am looking to develop an App for taxi booking. The way I am planning to do is that I want my app to be centered around taxi base. Traditionally, the taxi booking apps like uber has mainly  of two views: 1)a driver view, 2)customer view. However, my app should also have a web based admin access for the taxi company control room. So if a customer wants to book a taxi from point A to point B, the app should list all the taxi bases in the area (who have registered with my app) with their prices and customer review scores. When the booking is made, the payment should be taken from customer card and made to the taxi Base or driver (or both). A fixed charge should be taken from customer and the taxi Base.  Additionally, there should be a whatsApp type functionality in the customer side of the app that if he/she wants to share the journey with other friends, they could also register with the app. The app should be able to handle multiple customers in a journey and charge them equally.Please let me know if you could do this with is cost.
