App development

General information for the app: Entertainment App (need someone with a sense of humor to develop this)
Kind of development: New app from scratch
Description of every page/module: I would like an app developed which is kind of like that Where's Waldo game, but when you find the thing you're looking for you have to tap on it in the picture and then you get some points and move on to the next picture to try to find the thing you're looking for.
Description of requirements/features: It's a rather simple app. We'll just need some images of things and then photoshop in the item you need to find, make it tappable and then once tapped award some points and move on to the next level,
Specific technologies required: not sure, probably nothing too difficult
Extra notes: I have a few ideas I'll share the specifics on once we agree to work together. Would like to develop this for around 200 EUR if possible ($250 perhaps), but this is my first attempt at this so I'm not sure what it might cost.
