I have a Cordova app written in Framework 7 which I used to compile using PhoneGap Build. Since that was discontinued I move it to Monaca (https://monaca.io). It's only ever been in the initial stages of development and has never been launched.
The app is very simple and acts as a companion to the websites my company produces. It's aimed at primary schools and displays the latest news, photos, tweets and calendar. Users download the app, select the school their child attends and from then on it displays the information for that school.
It's possible for users to select more than one school and switch between them, so they'll need to receive notifications from each school that they've selected (and opted into). At the moment they'll receive all notifications for that school, but at some point in future it may be refined so that they can opt into notifications for different categories (i.e. for specific year groups).
I don't really mind which service is used to send the push notifications, but schools will send them through our custom built CMS, so it will need to provide an API.
Happy to be flexible regarding the budget because although I understand the basic principles behind what needs to be done, I don't have the time to dedicate to implementing it.
