A fuel purchase/sale recording and stock control program in access or similar

Need a program to record purchases and sales of diesel. The diesel is bought and stored in tanks and then sold. On occasions 2 different types of diesel are mixed to create a third type to be sold. Once mixed, it will be re-mixed. A number of reports are also needed.

I have been let down twice, I awarded the job to 2 programmers on this website. They gave up after wasting my time for 2 months. I need the following to be accepted.
1- All intellectual property rights in the software will be passed on to me.
2- All work will be completed by Tuesday 7th May.
3- I will receive updates at least every 2 days.
