Product knowledge Click

i want to make software/ program/coding. I'm not really sure, since i'm not IT background. I want to make product knowledge that can be click by customer, and i want to put it inside tab or smart tv or monitor at the waiting room office. So when a customer walk inside our office, he/she can click the product knowledge that he/she wants to know more, including the price. I want the design looks professional and elegant. And from the dashboard (back) i can fill all the product knowledge image, video, and writing and can be added more and more product knowledge. Here i attach small example how i want the workflow of software/program/coding. only example without design.
Please advise. And about the price, since i'm not really sure this is a program or not. I just put the price without knowing this is a program or not, please forgive me if the price is too low. So please bid this proposal with your price, i'll consider it. I'm looking for the best I can afford. And please attach your portfolio/works if you have already made it before.
