Online client CRM + Employee/Hiring Monitoring solution

General information for the business: we are a software development company in the UK/Italy, currently at capacity and would like to outsource this contract.
Kind of development: New program from scratch
Description of every module: see attached document, it has most features except for a full CRM solution which are standard and many open source options on the market e.g. openEPR
Description of requirements/functionality: 1. A website that allows a client/project owner to upload existing content, source codes or store new software source codes and prevent the developer to duplicate, download or copy the work they create, with some security measures in place.

2. For a developer to start work they would be required to download monitoring employee software on the device they are working on either apple, windows, desktop, laptops etc… this monitoring software will have defaults settings to block certain URL's to load during work hours, idle instances etc… take screen shots, preview as video etc… screen share is constant with the project owner.

3. The project owner can create work hours for the developer and monitor hours per day, week, month, year etc…

4. All users require user profiles, CV etc… live chat etc… like PPH if you like also see hub staff, elance, freelancer

5. Project owners control the process, can access the work online and block etc… they can connect a general FTP account to the site that manages how developers can upload only (in order to avoid a download option)

6. The software developer can work as they usually would on their device remotely and create/update the code they work on, have test URL's, have an FTP system, must be compatible to iOS, Android or Web developer instances.

This is project that needs to be developed for the software development industry and keep in mind the developer bad-habits and risk assessments when dealing with client code.
Description of requirements/functionality: I require a software developer to start this from scratch and build a type of CRM/Network solution, starting from the wireframes phase, to designing user interface to source code development, in a short time frame e.g. 1 month - starting immediately. (An NDA and non-competive document is required.)
CMS and Admin requirements: 1. Admin area will need to monitor who registers as employees or as project owners or both (a little like PPH)

2. Admin hold all funds until the project is completed or released in agreed stages
OS requirements: Windows, Mac OS, Linux, Other

3. CRM: A client area is also required that will allow a user/project manager to handle all work and communicate updates, quotation approvals, payments, invoices, design/wireframe approvals etc... see openEPR

If you can convince what you are offering and have a clear strategy

I would need access to a test site to see progress and see a working product, also the source codes must be from scratch and not involved licenses etc….

I also need full documentation of the source codes, API's etc….
