Woocommerce - I need to make customized shipping method support shipping zone

Make it fully support woocommerce 2.6.4 with shipping zone

Requirement:
Backend:
1) make local pickup plus works like default shipping method.
2) make local pickup plus as a shipping method that can be added to each shipping zone independently.
3) different pickup locations can be added to each local pickup plus shipping method in each shipping zone.
4) local pickup plus should be sortable in each shipping zone (order sorting)

Front end:
1) show different pickup locations choice for customers depend on country they chose. (according to shipping zone)
