Oscommerce Expert Needed

I have an issue to be fixed. I have a website and on that page, they have removed the sub-total from the checkout page and thus this no longer appears on the orders in admin or the order emails. The shipping and vat lines are the wrong way round, vat line should be first and then shipping and again this comes through wrong in admin and on the order emails. I also think this has had an effect on the monthly sales reports figures as they are wrong and the csv report I download. He didn't spend long on the site so am hopefully this will be quite easy to put back the way it was.

Once this has been put back then you can move on to the problem I would like fixed which is how shipping is calculated when discount codes are used. I want shipping to be calculated on the value of the order after the discount code has been applied whereas at the moment it is calculated on the amount put in your basket.

eg. we offer free shipping over £40 but if you use a discount code on say a £40 order value then this amount goes below the free limit of £40 so you should pay shipping but how it's setup at the moment you don't.

I would then like some text copy and pasted below the blue delivery banner on the homepage and removed after a month or so. I will email this over when you have fixed the above as I need to come up with a new promotion code.
