Need a program that creates vouchers with a unique voucher code for each one.

I need a program that simply creates a voucher with a unique voucher number based on the availability of the number of vouchers left.

Basically, if someone wishes to offer me 10 vouchers to sell on my website, i key in the details/design of the offer, and the program would make 10 vouchers, with each voucher having a unique code.

Also, an implemented payment system has to be inside so that people can purchase the voucher and get the voucher email-ed to them or something.
