Monetize video streaming via and including a website

Please. please read this, understand it, and ask any questions you have before you commit. I just had a developer dissapear for 3 days and then just say they couldn't do it after 2 weeks from starting, because they hadn't understood what I wanted.

Background

My housemate is a fitness instructer and video edior. He has been beta testing some online classes with his clients and their friends, and has had very strong feedback. You can participate in his videos here if you want to look:

We would like to monetise the classes, so people subscribe and watch them weekly, or pay to see one on demand. They will be streams - users will not buy the videos. We want to make the experience just like signing up to a class at a gym.

The powerpoint / our expectations
The attached powerpoint outlines all of the site we want built, and the core functionality. There is a section that is incomplete with 'background logic' in case that is helpful, and if it is, we can finish it a bit more.

It is not expected that you can perfectly develop the design. I anticipate some fields like scroll boxes will look more 'standard'. The important thing, is that we discuss and you tell me what you can do, and what you can't do, for the budget. As George isn't able to work with COVID, budget is important, and it will take precedence over the 'perfect' solution.

We have paid for both wix and bluehost at the moment. PLEASE ask questions before you submit a proposal or just accept.
