I need a website created, with simple payment functions included.

I need a simple landing page type website created, for people who want to sell their cars, and for car dealerships who want to buy leads for people wanting to sell their cars and/or buy cars.

This site should have a simple payment system set up for car dealerships to automatically make payments for leads generated for them, that will funnel into my PayPal account. The leads will ultimately be of car owners looking to sell their cars or buy cars, whom enter their information on the site, or plugged in manually by me.

I would also like a very simple and clean admin back page for the car dealerships to view incoming leads, and to set up their payment system for the leads. This back page should also have some sort of record of what they have done or what has been done for them on the site.
