Fix site's quality issues and finish SEO overhaul, including meta data for products

Seeking a web developer with SEO expertise to fix quality and web standards issues as well as optimising a 10 year old website after undergoing an upgrade. I need an affordable solution from someone with qualified, proven experience, to finish overhaul of site and fix the main technical issues in order to bring the site up to date. I don't want anyone proposing a new website and right now I'm not looking at the ongoing SEO activities, this something that will come after this job, so just quote for the cost of making the site function effectively.

Offer 2nd opinion on results of SEO analysis. Looking to get this sorted ASAP, have suggested keyword list ready but open to suggestions. This is an abandoned job, we were making progress, sourced new keyword list but got pushed aside. Had a report done but actions to improve the site have not been carried out. Need someone to pick up where left off and Implement an SEO fix that will bring it up to speed as this site upgrade is dragging on now.

Have new product descriptions for front end going on, so need edited meta data to add at the same time. Current listings are overloaded.
