Ecomm/Raffle Prize Website Needed

i need to create a raffle competition website.

very simple design.... minimalistic by all means

- user will enter the site (URL already bought), the user must enter name, DOB, phone and email details. this info is remembered for next time they login. this info is also saved to the back end for data collection.

- the landing page will show the prize of the week.
Therefore I need access to easily change up the prize details (pic) and reset the count down clock.

- the landing page has a count down clock (this is configured on the backend by the admin for the count down timer (12hr, 24hr, 48hrs, etc....)

- if the page wants to enter the competition, then he/she clicks to enter and this takes him to a cart page to enter how many raffle tickets he or she wants to buy.

- payment is by local payment gateway Ozow and snapscan or bank card (debit or credit). perhaps paypal also.

- the ticket is digital. so once purchased it is emailed to the buyer. eachticket must be sequential. for 5 tickets will be 10001, 10002, 10003, 10004, 10005, and each ticket is emailed to him.

- when the clock hits zero after the count down then i need a randomizer widget to choose a winner. this winner is announced on the site without his/her contact details and the winner is notified by email (template to be set).

- EVERY week we change the prize or at the end of a draw we put up a new prize. so the site must be easy to use so i can change the update and reset the countdown clock.
