Webbased - Customer Orders, Graphic Proof

Develop a track and trace web based package that allows for signage orders via template and data upload. This should include picture uploads. Preferrably then give user a proof to check and re edit and then OK to print. (User and Date stamped for Proof purposes) The process will need to have a job track of some sort and be able to allow for the user to check status of the job.
This is for photo board sign orders usually via real estate agents. They will manage each sign from intiation to removal. May need to include "Repair It" flags if the sign has been vandalised etc.
Open to some ideas. More structure and information will be provided to short list.
