VBA function for Access app

I need a function that will output values from an access table into an excel spreadsheet - but in a very particular way! I have started writing the function, but am now stuck. The attached mdb shows where I\'m up to: the function is in module1. The output spreadsheet must exactly match the format of axcellayoutcyclic.xls (also attached), and I have provided some explanatory notes (also attached).
