Site with database and content management system

Need to find a programer that will help me develop the backend and frontend of a website. The client has already a database driven website with a custom CMs but they need to migrate everything in this site (http://www.nedworkspain.com/) into a new plattform. Basically we need to recreate this site but in another platform, most preferably open-source.

All databases are already created we just need to migrate them to the new platform.

They also need to create 1 page for the magazine which will also need a new database to keep articles and articles archive.

All this needs to be done by the first week of December.
