Script For UK Site Limiting Access To Website Per 24 Hours Depending On IP Address

Hope you are well.

I am wanting to create a script that once a user visits my website, they will not be allowed back again for 24 hours. As i am receiving alot of spam traffic and poor quality traffic and want to try limit this, so i can focus on what promotions are working for my website. My website is a standard HTML website and once a user trys to visit my website again with the same IP address in 24 hours, i would need a message that says "Please come back tomorrow, we limit user visits due to high volumes of traffic."

I will help and guide you with the script, so we can get this completed promptly between us, i can provide hosting access and to my database if this needs to be created in this way. I do hope i can begin working with one of you very soon. I am a very polite and reasonable person, who gets along with anyone, so communication should not be a problem at all.
