PL/SQL extract of Oracle 19c unified auditing data

I need a PL/SQL programmer to help me write a routine to extract the data from Oracle 19c unified auditing tables and produce Key Value pair output to a log file.

The routine will have to track where in the audit table it got up to and next iteration continue from that point to the last data written. There can be no gaps in the audit trail output.

This needs to be scheduled to run every 5 minutes. The data will be forwarded to a SIEM for monitoring purposes.
