Online database and report generation system

General information for the website: We need to send information to our clients
Database management system (DBMS): MySQL
Kind of development: New website from scratch
Description of requirements/features: I run a small investment management firm and I want a client management system that enables me to create and send investment reports of between 4 and 8 pages out to multiple clients on a quarterly basis, the report generation and management system needs to:

1. Update the main body of the report on a quarterly basis
2. Include a database where I can store client information
3. Pull client specific data into a report such as their personal details and specific investment, which is currently stored in various Excel documents, these could instead be uploaded as CVS to an online database
4. Produce the report as a pdf
5. Generate multiple reports on a bulk basis
6. Print selected reports on a bulk basis
7. Attach external pdfs to the report on a bulk basis
8. Generate and send an email to the client when we produce a new report
9. Store the reports in client individual cloud storage to enable each client to have their own security protected log in to retrieve them
10. Enable the client to send us a secure message to confirm that they have read and agree to the terms in the report
11. Enable us to track and remind clients that have not replied to a given report at one central point

I imagine there may be some existing database CRM software that may accommodate this that may need to me modified, or maybe this can build using WordPress or something similar.

I am interested in using someone with expertise in this type of database development rather than a standard web builder who is more from a graphic design background.

Note: I have put MySQL as a requirement just because PPH made me but something, I am open to advice on this.
