I need to write to myphp database from local php

General information for the website: I need to write to myphp database from local php
Database management system (DBMS): MySQL
Kind of development: New website from scratch
Description of requirements/features: Kindly find all attachments,
Ok in the zip forex ( kindly find the index.php file) Now this php file read and display some infomation from our internal server or web address (see inside index.php)

Now what i need you do from this index.php to get the result as normal from: $url = "http://172.16.4.71/Rateboard/Default.aspx";

then take the USD buy value, USD Sell Value & Date of only the USD and write to a remote mysql server. Once write to the remote mysql database ( must have a option to insert proxy connection string, this is via the local server to remote)

Also this write process must update/write to remote mysql database every 5 minutes
Extra notes: I will provide all login details, table name etc once i go ahead with the right person.
