I need a website with dynamic charting capability

General information for the website: We provide data analysis
Database management system (DBMS): MySQL
Description of requirements/features: In our database we have categories and for each categories there are different items. A drop down at the top left lets you pick the category and next/previous buttons at the bottom let you select different items.

We would like some to develop some java script that:
> Visualizes the information (see illustration): size of the circle is driven by one the data point. The pictures are evenly distributed and their size is also driven by data.
> Additional roll outs: When a user hovers over a picture around the circle, additional pictures would appear.
> Style: we are after an elastic / bouncy feel to the visualization (see extra notes below). We would like the central circle to transition as users go through different items of change categories.

We should be able to take the deliverable and embed it in our website.

This is first phase of the project. If we work well together there will be scope of plenty of future work.

This is they type of bouncy look we are after when new category or data item is selected. We would like the graph to elastically update.
