Fantasy Rugby handicap game

Looking for a programmer to produce an application/database that users can select 2 games from 3 leagues each weekend and predict who will win those games. The games will have a handicap associated with them, ie one team may have 15 points head start, so if that team loses the actual real game by less than 15 points they win in the fantasy game. I will need to be able to set the handicaps for each game and input the teams in each game for each of the 3 league games.
users will need to be able to create an account for which they will be charge a fee, then they can access the prediction area.
Users will gain points for correctly predicting the result which will go towards a league table with a winner at the end of the season.
