Educational Website/Database

Im looking for someone that can create an educational database that allows staff, students and parents to collaborate on student assesment and monitoring. It would allow staff/parents to develop a variety of assessments and students to undertake them and be monitored. I have a limited budget and i know how expensive site design and creation can be. Im looking for someone that is relaible, hard working and an excellent communicator. My experience to date tells me that communication is the most important aspect in this whole process.
