Driving Teacher Raking Website

Website in a nutshell:
The website i am after is a ranking based site that allows users to come on and rank their driving instructors, other users must then be able to add rankings to that teacher and add comments.
The website must fill the following criteria:
*The user must be able to upload their driving teacher onto a database and rank them.
*Other users must be able to see and rank driving teachers
*The ranking system must be useful and helpful in obtaining information about picking the best driving instructor.
*The website must be adaptable to be able to add advertising at a later date.
