Develope a simple database

We want to develpoe a simple database of our clients so we can auto-populate
our standard quote and order templates with some client details (eg contact name, tel no, email etc) and then add these quotes and order to a list so we can manage them

I have attached copies of the following -
Clients
Order
Quote

We use a spreadsheet called List to manage our flow of work and assign tasks to our colleagues.
All the product areas with quotes and orders we will populate manually.

I want to be able to open a client file, create a new Quote with a sequential quote number and choose the contact etc. This quote will then appear automatical in a spreadsheet that I can manipulate as in progresses through the system. The same will apply to Orders.

Please advise approximate costs and how long it will take to produce this.
