Designing a database

hi need a database made
requirements:
Login in page
one main leader who has transparency
attachment of files and work with feedback box
multiple users at different level
announcement area
one-one communication between people in different groups
registration area

this is basic..there are a few more add ons to this work..which i can explain to whoever chooses to undertake this project.
