Design of Website using php and Mysql please see job description for more info

Looking for person/s with experience in php and mysql to generate a website that has 2 forms of membership and master admin.

Membership 1 clients offering services
Membership 2 clients looking for services
Admin, approves membership

Clients membership 1 must be able to register and complete a profile page of there services including multiple photos, these may be of an adult nature. details posted must be approved/declined by Admin

There must be an option for free or paid membership monthly or annually paid for by paypal or cheque.

Client 2 membership must be to register details of what they are looking for, and pay a one off membership fee to verify who they are. either paypal or cheque. these must be approvable by admin before they can message clients under membership one. or post a job request, the job request would have to be approved by admin.

The fields need to be kept basic in the design and I should be able to add extra fields using basic php and mysql skills, ie insert a line of code and insert a new field in the database, this can I do manually or via an admin interface if you wish to create an admin interface but need to keep costs down.

Clients1 membership details will be publishable along with a series of photographs, this information should be seo optimisable, with static looking pages and metatags.

Clients 2 posting of jobs must seo optimisable with static looking pages and metatags.

The template should be simple header, footer, menu and page content.

I can give a list of similar sites that are both adult and non adult in nature.

Reviews system would also be good but not a necessity as yet, but if you were to include one it would have to be seo optimisable.

I did think of trying to rehash an OsComerce site I have with many of these features built in already, however on reflection it would probably be easier to start from scratch.

I am more than willing to provide more information if you need it to help you quote accurately.

My normal programmer has told me that a site with the functionality that i want should not take more than 100hours - 200 hours from scratch. and the basics around 4-8 hours. Unfortunately he is busy working on other projects of mine which makes him unavailable for this project for some time.

However I am willing to listen to all proposals and your evaluations of the costs, time frames involved.

If you wish you can make your proposal of what parts of this you are prepared to complete with an estimate of times taken for each part and the total cost.

ie,

1. registration form integrated into database 30 minutes x 2 at rate x
would include:-
registration form uploads to database x 2 one for service providers, one for users of the services.

That would be two tables, clients1 and clients 2, effectively similar details.


2. etc etc

I am confident that the basics will take less than a day if you are a reasonable programer, ie the membership side and admin approval of members, on a free membership basis.

All code should be properly commented so it can be easily followed.
