Database System with API calls for a consultancy service

We run a consultancy and our client buy our time, 8 hours at a time. We apply that credit to their 'account' and we use a software package called Toggl to record minutes as we use them. Toggl has API's that change occasionally.

Some clients will buy 1 day a year. Some buy 1 a month. Some buy 10 at a time. Some don't buy days but instead pay a set monthly fee for 'unlimited' time.

At the end of each month we need to run a report to show the 'day buyers' how much time they have used, and the current negative or positive balance of their account.

We do use a system currently, but it's totally not working. Rather than spend time correcting it, or telling you about it, we would like to start again.

On the monthly report, we want it to show all of the minutes we've used, what those minutes were used for (from the Toggl Api), which one of us did it, and how many minutes they did it for (rounded up to the nearest 6).
