Database Development

I want my own horseracing forum but i need a database programme where it can store all the info i.e peoples names and what position their in the competition.also a drop down table where the daily selections are.how many members their are and so on.but i dont no how to do this so iv been told i need a programe manager.im hoping you can help me and tell me the cost of the design and database that will be required kind .
