Apartment Energy Usage Billing System

We require a programme or web based programme that will access our existing Building Management System and 'grab' necessary data when required, process a number of ratio calculations and output utility bills for individual tenants of a shared building.

Attached is an example excel sheet that illustrates the formulas that are needed to process the bills for the electricity. Also attached is a text file that illustrates a data 'grab' from the BMS system.

We would like to use the programme every three months to issue tenant bills. Select the to and from dates, any changes in electricity/ gas/ water charges from the utility providers and hit the 'process bills' button. At the moment we input the data by hand into the attached excel sheet and it takes a significant amount of time and human error.

The project is to be completed, operational and invoiced by January 20th 2011
