Scrape List of Android/Google Play Developers

General information for the business: We develop apps to sell to investors for ad revenue
Description of analysis: We need lists of emails of the developers on Google Play (especially in the gaming portion of the app market), that are either:
1) New accounts, created within the past 3 months
and/or
2) Have between 1-9 apps total in their account. (preferably less than 1 year old)

#1 is preferred, the second is acceptable. Pricing is negotiated based on which can be done in what kind of volume.
